According to facts from the HSUS more than three out of every five U.S. households own at least
one pet. Americans care for more than 73 million cats, 68 million dogs and an additional 28
million more rabbits, ferrets, rodents, reptiles, and captive wild animals
When responsibly kept, companion animals like dogs are walked on a leash or kept in a fenced in
yard, cats are tucked away sleeping in the corner of its favorite chair in the den, or other cozy
room in the home and they've been spayed or neutered, even in rural areas of most counties.
There are however also uncontrolled dogs and cats roaming the streets. Even wild exotic animals
such as exotic birds,wolf-dog hybrids, monkeys and large cats have been kept in captivity as pets
and have escaped to occasionally become a public nuisance.
Public sentiment towards animal control, whether you are an animal lover or dislike animals is
fairly consistent. For humane reasons or because your property is being trashed by a pack of unruly
animals, citizens demand some sort of animal control in their community. Though many voters blood
has boiled due to tax issues, they have yet to be at a public meeting where a dog issue was on the
agenda.
Much is to be said about animal control, but if not organized properly and not funded by the citizens,
or a higher form of government it won't work. There is also something to be said about the laws in
a community. They are only as good as the government that enforces them. There is also much to be
said about the citizens that want animal control but are not willing to back it up with the finances to
be able to enforce them.
- Uniformly enforce laws related to public health and safety
- Respond to nuisance complaints in a timely manner
- Investigate complaints of abuse and neglect
- Rescue mistreated and injured animals
- Shelter stray and homeless animals
- Work to reunite lost pets with their families
- Place unclaimed healthy behaviorally sound pets into
responsible homes
- Euthanize pets that are suffering and those not behaviorally
sound making them unadoptable.
- Promote mandatory identification of both dogs and cats
- Promote mandatory licensing of both dogs and cats
- Create incentives for the public to have pets sterilized
- Deter future problems through education, dog obedience
classes and similar programs.

The pet population has for decades been the most serious challenge
faced by local animal sheltering and control operations. In practically
every community in the nation, the number of homeless animals far
exceeds the number of homes available to them. As a result, an
estimated eight to ten million (8,000,000 to 10,000,000 ) homeless
animals enter animal shelters across the country each year and
approximately half ( 4,000,000 to 5,000,000 ) are euthanized.
An effective community animal care and control program will cost at least $4.00 per person
per year. In some jurisdictions, animal care can be as high as $7.00 per person per year.
In counties and towns with populations under 25,000 the budget must account for:
- At least one full time animal control officer, plus backup staff to cover vacation
and sick time(with the provisions for animal rescue and other after hour
emergencies to be handled by the appropriate law enforcement authority.
- A reliable vehicle (with provisions for backup).
- An animal housing facility- either the jurisdiction's own sheltering facility or one
provided through a contract or with a veterinary clinic.
A budget for these basics will generally be at least $100,000. annually, with higher costs for
bigger cities and counties. Regardless of the budget, the jurisdiction should not expect pet
registration fees, impound fees, and other fees will fully recover the cost for animal control.
Today's free roaming dog may be tomorrow's bite case. Which takes less money and time
to handle.
The Over Population of Companion Animals
Over the years Cause For Paws has successfully placed a couple of thousand dogs and cats,
brought a spay neuter program to Wayne County though further in our efforts, we've only begun to
scratch the surface. For any animal control and animal care program to be successful it must be
within reach of any community, whether it be large or small, urban or rural it must be a formal
program with sufficient budgetary allocations, managed by a trained professional staff. It is not
enough for a police officer to round up stray animals or for the waste or parks department
personnel to be assigned animal pick up duties. To be an effective program it must be given
priority to preventing and handling serious public health and safety problems such as rabies and
dog attacks. Mandatory pet registration laws that include rabies vaccination requirements for both
dogs and cats have been proven very effective. There are progressive dangerous dog laws
developed at state and local levels since the 80s, helping governments identify dangerous dogs and
hold owners accountable for their animals actions.
